Heinrich van Ess's seems to have shed some light on the mysterious URL: http://eval.google.com. Several linkbacks to the article have touted titles like, "Google's Secret Lab". It appears that the SEO adage that "Content Rules" is indeed very correct if Google, in fact, hires humans to tweak the algorithm by rating the relevance of results.

I'd say that this is happening, but only on a select percentage of upper echelon domains, for it is impossible to police the vast expanses of the web.
I think you should add another one of your high bid keywords things. I like that the most.
